A "foreign national" is an individual who is not a U.S. citizen and is not lawfully admitted for permanent residence in the United States.
A "government contractor" is someone who enters into any contract with the United States for the performance of personal services; the furnishing of material, supplies, or equipment; or the selling of any land or buildings. It does not include employees, officers, or shareholders of government contractors who make contributions from personal funds.
